Empowerment Charter

Overview

The eThekwini Transport Authority (ETA) is responsible for the rolling out of the new Integrated Public Transport Network (IPTN) – the biggest project in eThekwini’s history so far. Called GO!Durban, this IPTN will transform the lives of eThekwini citizens through the development of nine corridors across different types of transportation which include bus, rail, the mini-bus and taxi industry and NMT (Non-Motorised Transport). One of the provisos of GO!Durban has been to craft and create a new Empowerment Charter specific to the multi-layered project, which has special clauses and strict criteria for contractors awarded work on the GO!Durban project.



GO!Durban is the first government project that will have these tighter regulations inserted into the contracts regulating specific targets under four pillars of the empowerment laws. These criteria and clauses set clearly defined targets for enterprise development, skills development, equity and corporate social initiatives. In certain instances GO!Durban removes the onus of exercising the designated spending from the contractor by placing it directly in the hands of the project. These clauses also clearly set out penalties for reasonable non-compliance.

Why does GO!Durban need an empowerment charter?

It is government legislation that empowerment laws should allow companies of previously disadvantaged communities not only to survive, but also to flourish and be able to take up other opportunities in the open market in this country and internationally, and to mobilise and nurture the growth of the economy of the country.
