The GO!Durban Radical Economic Transformation Specification (GRETS)

The GO!Durban Radical Economic Transformation Specification is a unique set of specifications that has played a major role in fulfilling our economic transformation goals.

This first-of-its-kind “empowerment charter”, is a series of additional specifications added to all GO!Durban contracts awarded, and will be added into any future contracts. These clauses are targeted at addressing unemployment, poverty and inequality in the Metro.

GRETS incorporates previously marginalized people and business into the economy by increasing economic opportunities for Black-owned companies, the development of local business, skills development and training and investing into local communities through a corporate social development programme.

The four “pillars” that underpin the GO!Durban Empowerment ethos are Enterprise Development, Equity, Skills Development and Socio Economic Development/CSI. Each pillar has been crafted to address the realities of the requirements of the complex programme roll out creating a ripple effect into communities and businesses around these developments now and into the future.

The 4 Pillars of the GO!Durban Empowerment Charter

Equity

TThe target here is to contract local firms with head offices in Durban, that have a 40% BEE target comprised of 32% PBE and 8% BBE, with other industry specific targets set in consultation with experts in the field.

Skills Development

Each contract must provide a three year qualification related experience to five unemployed graduates and five bursaries with the emphasis on the development of core, scarce and critical skills.

Enterprise Development

Thirty percent (30%) of total contract value has to be subcontracted to local businesses (10%) and 20% to businesses within eThekwini.
The target for each contract is 100% local unskilled labour during construction and semi and skilled labour will also be sourced from local communities.

Socio-Economic Development/ CSI

Contractors must provide 0.2% of contract value towards a CSI / socio-economic development. The CSI programme is being packaged with the Contributing Contractors. This Fund will support – Sport, Arts and Academics and Entrepreneurial Business Development via an Empowerment Charter Board responsible for the administration, management and compliance monitoring of the implementation of the charter. The Empowerment Charter Board is supported by the GO!Durban Programme Management Office, which will carry out the day to day duties of the board.
